Compliant Surcharging is a program where the customer will be surcharged for using a credit card but not a debit card. This program is for merchants who do not wish to charge a fee for debit card usage. Merchants will cover the cost of debit card processing at a discounted rate while passing on processing costs for credit cards.
As of 15 April 2023, Visa will begin enforcing their change to the cap rate for surcharging to a credit card user. In January of 2023, Visa stated that it was lowering the maximum amount for surcharging from 4% to 3%.
